FDACS permits, FDA and what inspectors look for

In Florida, food manufacturers, processors and warehouses are permitted and inspected by FDACS, the Florida Department of Agriculture and Consumer Services, Division of Food Safety. If your plant is registered with FDA, which is required for most facilities that manufacture, pack or hold food for sale beyond direct retail, FDA can inspect it as well. A bakery café that only sells to walk-in customers falls under different rules than a bakery supplying supermarkets.

It depends on your products. Meat and poultry under USDA inspection, seafood and juice require HACCP plans. Most other FDA-registered food manufacturers need a FSMA Preventive Controls food safety plan prepared or overseen by a PCQI, unless an exemption applies. Buyers may ask for a HACCP plan in either case.
